In general, I am responsible for identifying and prioritizing the two to three locations in North Oakland that the Department (regular patrol and other units) will focus enforcement efforts on a 24/7 basis and provide the enforcement plan/strategy for those areas. I also have primary responsibility for addressing drug dealing and violent crime because the CRT team is our primary weapon to tackle those problems. Otherwise, I am the liaison to communicate NCPC priorities to the watches where they are occurring. I have direct responsibility for the actions/efforts of officers/sergeants assigned to day shift in patrol from 7am to 5pm, CRT-2 (Crime Reduction Team), PSO (Problem Solving Officers) and NSCs (Neighborhood Services Coordinators).
The Department reorganization has changed my job in the following way: Sergeants and officers working on the afternoon shift (2pm to midnight) and those working on the midnight shift (9pm to 7am) do not report to me anymore. These sergeants/officers are under the supervision of the watch commander (captain) and his two lieutenants. Therefore, if you have issues concerning crime and/or the actions of police officers that are occurring on the afternoon or midnight shifts, you should call the Watch Commander's office at 238-3414 or the Patrol Desk at 238-3455 and ask for the Watch Commander. The captains and lieutenants on these other watches are expected to support PSA/NCPC priorities as time permits. When you send an email to these captains and lieutenants, you should expect that they are minimally forwarding this information to the patrol sergeants and officers working in the appropriate beats. It is best to send an email because you have a clear written record that can be forwarded as needed. Further, it is difficult/unrealistic to reach the watch commanders by phone.

However, I would like a copy of all emails sent to the other watches because I am still responsible for the overall coordination of PSA priorities/issues with the other commanders and can do a better job with all of the information in-hand. At this time, all command officers (lieutenants and above) have email. Some sergeants (i.e.: Sgt. Allison) have email and very very few officers have Department email.
