From Norfolk-Buckingham Neighborhood Association

The Norfolk-Buckingham Neighborhood Association began following the 1991 Firestorm, and is an informal organization of families living within the vicinity of Norfolk Rd and Buckingham Blvd in the North Oakland Hills. We meet several times each year with a goal of providing mutual support in times of need, and to work for the betterment of our community. Our primary focus has been to become as self-sufficient as possible in the event of an emergency which might isolate us from city or county services. In addition to several regular meetings in 1998 (usually pot luck dinners), we also conducted other special events, including the following:

  • Since many of us have completed CORE (Citizens of Oakland Respond to Emergencies) training, we participated in a city-wide CORE communications exercise in Apr-98 along with 19 other CORE groups in Oakland. Recently many new neighbors expressed interest in starting their CORE training.
  • A follow-up neighborhood "emergency response" exercise was conducted in June, focusing on damage assessment, communications skills and use of CB radios. Three members of our group are now certified ham radio operators, and we determined that walkie-talkies are effective tools in our neighborhood!
  • Many of us are trained in Red Cross Standard First Aid and CPR, and we had our re-certification course in April. We expect to schedule our 1999 re-certification before Apr-99.
  • Our third annual Autumn Social was held on Sunday, November 15 to welcome new neighbors and catch up on neighborhood news.
  • We held our first 1999 meeting and potluck dinner on February 28, and enjoyed a terrific turnout, including many new neighbors. Discussions ranged from a North Hills Phoenix overall update, news from the City of Oakland, impact on the neighborhood from many construction projects and a lively discussion on secondary housing.

Further safety measures include locked boxes containing fire hoses, nozzles and adapters buried near 2 fire hydrants for immediate fire response. All neighbors are given keys, and we try to hold demonstration at least once each year to keep everyone trained on how to use the equipment. One of our members has generously contributed space to be a "Command Center" in case of an emergency or to use for occasional meetings.
