3d) A blocked drain with water pooling or seeping most of the year (incidentally creating a possible West Nile Virus problem) at the corner of Gravatt and Alvarado is caused by an almost completely clogged culvert located under the road. The culvert is blocked because cement trucks have dumped wet cement into the drain. Fixing this culvert will require digging up the street.
