3c) The underground pipe that drains the water coming down Alvarado on the downhill side (and through the culvert on the uphill side) between 781 and 789 Alvarado continues downhill, through the property of 781 Alvarado, through 136 Evergreen Lane and then down to Claremont Blvd. through private property. Two breaks in this vital pipe have caused major flooding and erosion. The fix was only a temporary fix.
