3b) Alvarado Rd. from Amito downhill to Slater Lane has several major problems. At their root is the apparent fact that there is only one culvert, located between 781 and 789 Alvarado, with drain pipes down slope that carry the water underground to Claremont Ave. The sheer amount of water flowing on the downhill side of the street to that one culvert suggests that a second culvert further up the hill should be installed. Taking a pipe through Garber Park might be less expensive than going through private property, but also might be controversial. If such a pipe were put underground, it’s possible that it might not intrude on how the park looks. It might be attractive if the water could spill into a creek bed, creating a brook in the park for at least part of the year. Another solution might be to have a pipe run on the uphill side of Alvarado, and be put underground at the curb to the culvert near the stop sign where Alvarado and Slater divide. The triangular area on Alvarado just below 733 Alvarado is the City of Oakland property, which is a helpful resource to keep in mind.
